Zoah maintains one of the most clearly defined defensive structures across the Hellrealms. The Ember Guard operate as the primary force of stability, maintaining order across settlements, trade routes, and portal access. Their presence is consistent, structured, and responsive to imbalance.
The Gaushan function within that structure as a more precise instrument. Their work is selective and often unrecorded in full, reserved for situations requiring control without escalation. Their actions suggest a level of trust granted only under direct ruling authority.
Unique to Zoah is the Order of the Severed Flame. Their role is not enforcement, but containment. They are stationed in relation to the Pit and tasked with maintaining what cannot be eliminated. Their existence alone reflects a truth about Zoah that is not widely discussed in open record.
All three structures operate beneath Zevren’s authority. There is no indication that command requires reinforcement through spectacle. In Zoah, structure holds because it is maintained, not displayed.
